  Great as an extension/part of tcllib, but tricky in the core because
  of it being unclear who is being served by it:
    * trivial users (who need no change)
    * scientific users (who need good spectral properties and
      predictable seeding)
    * cryptographic users (who need good spectral properties and
      strongly unpredictable seeds, possibly involving a system entropy
      source)
  The needs of the last two can pull in quite different directions, so
  best to leave to extensions (which can be trivially connected to Tcl).
